REGULATIONS FOR THE EUROPEAN DOG SHOW 2017
KYIV, 2016

Preamble
These provisions regulate the organization of the international dog show of all breeds of CACIB rank “European Dog Show 2017”, which by the decision of the FCI Europe Section General Assembly from September 2, 2013 is to be held on August 25027, 2017 by the address: International Exhibition Center, Halls 1, 2, 3, Brovarskiy ave, 15, Kyiv, Ukraine.
Organizer of the dog show: Ukrainian Kennel Union.

 

1.    General Provisions
1.1.    International dog show of all breeds “European Dog Show 2017” (“the Show”) is held under the aegis of the Federation Cynologique Internationale (“FCI”) and according to the FCI Standing Orders, FCI Show Regulations, FCI Show Judges Regulations, UKU International and certificate shows regulations and these regulations.
1.2.    The show is to be held in three days according to such schedule:
August 25, Friday – FCI groups 1-3-6-7.
August 26, Saturday – FCI groups 2-8-10.
August 27, Sunday – FCI groups 4-5-9.
1.3.    Only the dogs of the breeds recognized by the FCI on a definite or provisional basis are allowed to participate in the Show.
1.4.    The dogs registered in the Stud books or Appendixes to the Stud books of the FCI members and contract partners are allowed to participate in the Show.
1.5.    The docked and/or cropped dogs equally to the dogs with natural ears and/or tails are allowed to participate in the Show.
1.6.    Health and welfare of the dogs are of the utmost priority.

 

2.    Registration
2.1.    Only those dogs which were registered before the entry deadline and appeared in the catalogue can take part in the Show. The separate catalogue for each show day is issued.
2.2.    Dogs that were not registered before the entry deadline and were not included in the catalogue of the Show are not allowed to participate in the Show.
2.3.    The Organizing Committee reserves the right not to accept the participation of an exhibitor at the show.
2.4.    To register the dog for the Show the exhibitor should before the entry deadline provide the organizer with the following documents:
–    Copy of the pedigree of the dog of a good quality. The copy of the Puppy’s Card of a good quality can be used to register the dog in the Puppy class.
–    The entry form, fully and duly filled in, and signed by the dog owner with full and precise information about the show class, breed, name of the dog, initials and number of the pedigree, date of birth, color, hair type, gender; names and pedigree numbers of dam and sir of the dog; the name of the breeder; the name, address, phone number and e-mail address of the owner.
–    Receipt for the payment of the full entry fee according to the rate period.
–    In order to register a dog in the Champion Class the exhibitor should also provide the organizer with the copy of a good quality of the certificate of “National Champion of the FCI member or contract partner country” or “International Beauty Champion” certificate. If the copy of the certificate is not provided in due time the dog will be automatically registered in the Open Class.
–    In order to register a dog in the Working Class the exhibitor should also provide the organizer with the copy of a good quality of the international working certificate of the FCI member or contract partner proving the successful results of the dog in the competitions specific for this breed. If the copy of the certificate is not provided in due time the dog will be automatically registered in the Open Class.
2.5.    The Exhibitor should pay an entry fee and send the duly and fully filled in entry form to the organizer within the same “rate period”. If the exhibitor did not provide all the requested documents, he/she must pay in a full sum of the entry fee, indicated for the rate period when all the necessary documents were provided.
2.6.    Foreign exhibitors can register by the guaranty letters. In this case the entry fee must be paid not later than before the beginning of judging of the breed concerned on the day of the show by the last rate period in national currency by the NBU rate on the day of payment.
2.7.    If the entry fee hasn’t been paid the dog is not allowed to take part in the show, the dog and its owner is to be disqualified from the FCI events.
2.8.    The dog owner is responsible for the adequacy of information provided to the organizer.
2.9.    Signing the entry form for the Show the exhibitor (dog owner) agrees to fully comply with these provisions.
2.10.    The registration after the deadline is not accepted.
2.11.    The change of class after the deadline is not allowed.
2.12.    In case of “force majeure” the organizer reserves the right to partly refund the paid registration fee.

 

3.    Classes
The decisive date for age is the day the dog is shown.
Puppy Class – from 6 to 9 months.
Junior Class – from 9 to 18 months.
Intermediate Class – from 15 to 24 months.
Open Class – from 15 months.
Working Class – from 15 months.
Champion Class – from 15 months.
Veteran Class – from 8 years.

 

4.    Awards and titles
4.1.    Except for the awards and titles traditionally awarded at the international dog show of all breeds and indicated in the FCI Show Regulations and the UKU International and Certificate Shows Regulations, such titles are awarded:
–    European Winner 2017 is awarded to the best male in the breed and the best female in the breed.
–    Junior European Winner 2017 is awarded to the best male and the best female in the Junior Class in the breed.
–    Veteran European Winner 2017 is awarded to the best male and the best female in the Veteran Class in the breed.
–    Puppy European Winner 2017 is awarded to the best male and the best female in the Puppy Class in the breed.
4.2.    These titles are awarded automatically and are announced by the ring stewards in the breed rings. These titles are indicated in the Diploma and the relevant certificate is given in the ring.

 

5.    Judging
5.1.    Judge is the main person in the ring.
5.2.    The judge, the ring stewards, interpreter and the exhibitors of the class, that is being judged at the moment, are only allowed to be in the ring while judging.
5.3.    The show administrator, chief secretary and members of the organizing committee can enter the ring.
5.4.    No one can influence the work in the ring, judging, evaluation of the dog or placement.
5.5.    The exhibitors should get ready and approach to the ring beforehand. Those who were late for their ring are not allowed to participate in the show.
5.6.    The judge examines each dog separately and gives the evaluation/title without written critics.
5.7.    Any judge’s decision about the evaluation of the dog, placement, awarding of titles are final and may not be debated.
5.8.    Every exhibitor receives Diploma with evaluation.
5.9.    Best dog in the breed receives the right to participate in the final competitions in the main ring:
–    Best Puppy in the breed takes part in the final competition “Best Puppy of the day” in the main ring after the judging in the breed rings.
–    Best Junior in the breed takes part in the final competition “Best Junior of the FCI Group” in the main ring after the judging in the breed rings.
–    Best Veteran in the breed takes part in the final competition “Best Veteran of the day” in the main ring after the judging in the breed rings.
–    Best Dog in the breed takes part in the final competition “Best Dog of the FCI Group” in the main ring after the judging in the breed rings.

 

6.    Additional Competitions
6.1.    Only those dogs that are registered for the Show and included in the catalogue, and are registered for the relevant competition before the entry deadline, are allowed to participate in the additional competitions.
6.2.    If there are more than one competitors of the same breed for the additional competitions, the competitions “Best Brace”, “Best Breeding Group”, “Best Progeny” are judged separately in each breed in the rings where the breeds concerned were judged. The Judge appointed to judge the relevant breed choses the “Best Brace in the Breed”, “The Best Breeding Group in the Breed”, “The Best Progeny in the Breed”. Only these winners are allowed to participate in the competitions in the main ring.

 

7.    Junior Handler Competition at the European Dog Show 2017
7.1.    Junior Handler Competition is conducted according to the FCI GUIDELINES FOR WORLD AND SECTION JUNIOR HANDLING COMPETITIONS.
7.2.    Daily Open Competitions are held each day of the show in the separate ring before the beginning of the final competitions in the Main ring.
7.3.    Junior Handlers of the age from 10 to 17 are allowed to take part in the Open Junior Handling Competitions.
7.4.    Every national canine organization – FCI member or contract partner can send an official representative – participant of the Junior Handler Finals. The representative of each country has to be a national citizen of the country that he/she is granted to represent.
7.5.    European Dog Show 2017 Junior Handling competitions
7.5.1.    Daily Open Competitions: Every day, the judge selects the best three (3) of each Open Competition without placing them. The three junior handlers qualified from each day are qualified to participate in the EDS 2017 Junior Handling Open Competition Semi-final on the last day of the competitions.  
7.5.2.    Open Competition Semi-Final: The semi-final competition is arranged on the last day, just before the Final Junior Handling Competition. The best five (5) qualify for the final competition. No placing of the best five should be done in the semi-finals.
7.5.3.    The best five (5) qualified junior handlers compete in the EDS 2017 Final Junior Handling Competition together with the participants sent by the national organizations.  
7.5.4.    Final Junior Handling Competition: The EDS 2017 Final Junior Handling Competition is arranged on the last day of the European Dog Show 2017 in the Main Ring just before the group competitions and best in show program begins.
7.5.5.    The best five junior handlers from the Open Competition Semi-Final compete in the EDS 2017 Final Junior Handling Competition together with the participants sent by all of the participating national organizations.
7.5.6.    The judge selects the best three (3) Junior Handlers of the EDS 2017 Junior Handler Competition and places them accordingly.
7.6.    The winner of the Final Junior Handling Competition of the European Dog Show 2017 receives the title:

8.    Competitions in the main ring
8.1.    In the end of each show day after the judging in the breed rings has been finished the final competitions are organized in the main ring: “The Best Brace of the Day”, “The Best Breeding Group of the Day”, “The Best Progeny of the Day”, “The Best Puppy of the Day”, “The Best Veteran of the Day”, “The Best Junior of the FCI Group”, “The Best Dog of the FCI Group” of the groups that have been judged in this day are chosen.
8.2.    Before the beginning of the final competition the judge, appointed to do this competition, is doing the pre-judging of all the participants of this competition.
8.3.    Only the exhibitors with ring numbers are allowed to participate in the competitions in the main ring.
8.4.    «Best Brace of the Day» is chosen from the dogs that received the title “Best Brace of the FCI Breed” in each breed separately on the day of the Show.
8.5.    «Best Breeding Group of the Day» is chosen from the dogs that received the title “Best Breeding Group in the Breed” in each breed separately on the day of the Show.
8.6.    «Best Progeny of the Day» is chosen from the dogs that received the title “Best Progeny in the Breed” in each breed separately on the day of the Show.
8.7.    «Best Puppy of the Day» is chosen from the dogs that received the title “Best Puppy in the Breed” in each breed separately on the day of the Show.
8.8.    «Best Veteran of the Day» is chosen from the dogs that received the title “Best Veteran in the Breed” in each breed separately on the day of the Show.
8.9.    «Best Junior of the FCI Group» is chosen from the dogs that received the title “Best Junior in the Breed” in each breed separately.
8.10.    «Best Junior of the Show» is chosen from the dogs that received the title “Best Junior of the FCI Group”.
8.11.    «Best Dog of the FCI Group» is chosen from the dogs that received the title “Best Dog in the Breed” in each breed separately.
8.12.    «Best Dog of the Show» is chosen from the dogs that received the title “Best Dog of the FCI Group”.

 

9.    Awarding the titles and issuing the certificates
9.1.    САС = R.CAC + R.CACIВ.
CAC= R.CAC, received at EDS-2017, + R.CAC received at the international or national breed show held within the frames of EDS-2017 on 24-27.08.2017.

9.2.    “Junior Champion of Ukraine” (awarded once)
1хJ.САС, received at EDS-2017, + one J.САС, received at the international or national breed show held within the frames of EDS-2017 on 24-27.08.2017.
1хJ.САС, received at EDS-2017, if a dog has already got the title of the Junior Champion of any country.

9.3.    “Junior Grand Champion of Ukraine” (awarded many times)
Is awarded by the same rules as for the “Junior Champion of Ukraine” if a dog has already got the title of “Junior Champion of Ukraine”.

9.4.    “Veteran Champion of Ukraine” (awarded many times)
One evaluation «Excellent, 1-st», received at EDS-2017 + one evaluation « Excellent, 1-st », received at the international or national breed show held within the frames of EDS-2017 on 24-27.08.2017.

9.5.    “UKU Champion”
1хСАСIB received at EDS-2017.
1хСАСIB+1xCAC, received at any dog shows held within the frames of EDS-2017 on 24-27.08.2017
For the nationally recognized breeds this title is awarded to the Best Male and Best Female in the breed by the same conditions.

9.6.    “National Champion of Ukraine”
1хСАС, received at EDS-2017, + 1хСАС, received at the international or national breed show held within the frames of EDS-2017 on 24-27.08.2017.
1хСАС, received at EDS-2017, if a dog has already got the title of the National Champion of any country or the title of the International Beauty Champion.
2хСАС, received at the international and national breed show held within the frames of EDS-2017 on 24-27.08.2017 if a dog has already got the title of the National Champion of any country or the title of the International Beauty Champion.
3хСАС, received at the dog shows of all ranks held within the frames of the EDS-2017 on 24-27.08.2017. The title “Grand Champion of Ukraine” is awarded automatically.

9.7.    “Grand Champion of Ukraine “ (awarded many times)
Is awarded by the same rules as for the “Champion of Ukraine” if a dog has already got the title of “Champion of Ukraine”.

9.8.    These titles are to be homologated upon the request of the exhibitor in the Organizing Committee of the Show.

 

10.    Rights and duties of a judge, ring stewards and Organizing Committee members.
10.1.    Judges, ring stewards, Organizing Committee members are obliged to follow the FCI Standing Orders, the FCI Show Regulations, the FCI Show Judges Regulations, the UKU International and Certificate Shows, these Regulations, FCI breed standards, Code of ethics of the FCI judge as well as the Principles of commitment to the health and welfare of the dogs.
10.2.    Judges and ring stewards are not allowed to enter and/or show dogs at the Show.
10.3.    A Judge is not allowed to judge a dog which he/she owned or co-owned for the last six months before the Show.
10.4.    Family members of a judge or a ring steward, their partners and/or other persons living with them can show the dogs of only those breeds, which are judged in the rings other than the one in which the judge or ring steward concerned is working.
10.5.    A judge cannot consult the catalogue of the show day before having finished the judging on this day.
10.6.    Ring stewards are not allowed to inform the judge about anything rather than the age, gender of the dog and the class in which the dog is shown.
10.7.    Ring stewards must be objective, neutral and follow the ethics in refer to each exhibitor.
10.8.    Judges and ring stewards are not allowed to smoke or drink alcohol in the rings.
10.9.    Judges are no allowed to socialize with exhibitors, travel in their transport, stay in their premise or be kept at their allowance before the end of the show.

 

11.    Rules for the Exhibitors
11.1.    The owner of the dog is fully responsible for the health, welfare, behavior and security of the dog.
11.2.    Only the person older than 16 is allowed to show a dog in the breed or main ring, except for the Junior Handler Competition.
11.3.    It is forbidden to bring the dogs which are not registered and shown on this exactly day.  
11.4.    It is forbidden to sell puppies or adult dogs.
11.5.    The exhibitor must arrive to the registration and the breed ring on time. The exhibitors that were late or didn’t appear in the ring are not allowed to participate in the Show. The entry fee is not refunded.
11.6.    The exhibitor is not allowed to enter the ring or leave it without permission of the judge.
11.7.    Any kind of cruelty toward animals is forbidden.
11.8.    “Double handling” is forbidden.
11.9.    It is forbidden to show the dogs on strict leashes or in muzzles. Between the competitions the dogs must be kept on short leashes or in cages.
11.10.    It is forbidden to leave the dog unattended, including in the cages or cars.
11.11.    It is allowed to place the cages only in the specially marked areas.
11.12.    It is forbidden to block the passages between the rings.
11.13.    The grooming of the dog is allowed only in the specially equipped grooming areas.
11.14.    It is forbidden to use any kind of products that can change the natural color, texture of the hair, skin, nose, eyelids, or any kind of artificial change of the appearance of the dog.
11.15.    It is forbidden to use any medicine or any other products that can change the behavior of the dog.
11.16.    It is forbidden to behave/speak unethically in refer to the judge, ring stewards, organizing committee members and other exhibitors or guests of the show.
11.17.    It is forbidden to drink any alcoholic beverages in any place except for the cafés and restaurants.
11.18.    It is forbidden to smoke any kinds of cigarettes on the territory of the exhibition halls except for the special smoking areas.
11.19.    It is forbidden to set any kind of advertisement if it is not agreed with the Organizing Committee.
11.20.    In case of breach of any of these rules the titles and certificates will be cancelled and the dog will be disqualified from the event.
